Drawer

The touch counterpart of Sheet: drag-to-dismiss on a surface panel, 4px corners on the exposed edge; the edge flush against the viewport stays square, same black/60scrim. The footer sits on surface-2 behind a hairline; bottom shows the drag handle, the other three sides a corner close. Use it at < 768px where Sheet would be used above it; a Drawer never holds a decision (Alert dialog does). The panel caps at 85vh and clips, so anything longer belongs in DrawerBody: it scrolls between the fixed header and footer and is a tab stop, so arrow keys reach it.
